JOB ANNOUNCEMENT

A Development Organization is seeking the services of a qualified, experienced and highly motivated Livelihood Project Officers to will work with a program Manager I (PM I) and project Assistants (PAs) to ensure the success of a complex emergency intervention. They will be responsible for coordinating implementation of livelihood activities. In collaboration with the PM 1 and Pas, they will ensure the quality of services and activities delivered by CRS to beneficiaries across the following sites; Batouri, Bertoua, Garoua Boulai and Yokadouma. Applicants must be flexible regarding their working location. 

RESPONSIBILITIES

Activities:

• Supervise a team of PAs to plan, implement, monitor and select beneficiaries to participate in livelihood activities (agriculture, livestock, and income generating activities, community savings schemes and vocational training).
• Oversee development and implementation of PA’s and Animators weekly action plans according to the project’s overall detailed implementation plan.
• Collaborate with local authorities and the local community to define and obtain participatory validation of beneficiary selection criteria.
• Oversee effective implementation of livelihood activities in the following sectors; farming, livestock, income generating activities and vocational training.
• In collaborate with PAs, monitor field activities including drafting of reports for activities conducted in the POs intervention area.
• Monitor progress with regard to the project indicators and suggest changes to the implementation strategy where necessary.
• Advocate with local authorities for refugee’s access to land.
• Organize seed, toll, livestock and commercial fairs coordinating with suppliers. 
• Support PM with vaccination campaigns and rapid assessment.
• Facilitate training of beneficiaries in livestock management, marketing, animal sale techniques and agriculture using the Food Agriculture Organization (FAO) Farmer Field School approach.
• Establish Savings and Internal Lending Communities (SILC).
• Select groups conducting successful IGAs with a beneficial impact on the community.
• Establish economic interest group and credit management committees in villages.
• Facilitate enrollment of beneficiaries in vocational training. 

Monitoring Evaluation, Accountability and Learning:

• Support MEAL Assistant to implement data collection tools.
• Monitor progress reaching targets and suggest strategic changes where necessary. Submit timely site and activity reports to the PO.
• Review and compile PAs site and activity reports before submission to the PM.
• Support the PAs to collect and write up human interest stories.
• Share community feedback, complaints and cases of misconduct with the PM.
• Work with the PAs to organize internal and external evaluations and field visits/missions. Assist PM and MEAL or Operations Teams during monitoring visits.

General:

• Establish and maintain excellent collaborative working relationships with local partners.
• Foster a positive team environment among PAs, Animators and Community Relays
• Represent CRS at community level and local government meetings.
• Support the PM in budget management and monitoring of activity expenses, ensuring the timely submission liquidations and that all invoices /receipts conform to CRS standards.
• Communicate CRS values and mission at local level. Ensure CRS visibility: regular visits to project implementation sites is required.
• Attend coordination meetings with partners to gain an understanding of activities, unmet needs and security concerns.
• Communicate with the PM regarding HR, logistics, administration, and budget needs to ensure that activities are conducted efficiently.
• Oversee the effective management of project equipment and materials project equipment and including documentation of their usage.

QUALIFICATIONS AND SKILLS

• Graduate degree in agriculture, livestock, rural development, business studies or related field. Significant work experience in a directly related field may be considered in lieu of graduate degree.
• Minimum 3 years’ experience implementing livelihoods project funded by international donors, with at least 1-year experience working in an emergency context with a refugee/IDP-related intervention.
• Demonstrated experience supervising a diverse multicultural team both face-to-face and remotely. Including development of staff performance plans, staff monitoring and periodic evaluation.
• Experience in protection gender mainstreaming and conflict sensitivity is desirable.
• Knowledge of Food and Agriculture Organization (FAO) Farmer Field School approach is desirable.
• Competence with the following IT tools; MS Word, Excel, Power Point, Outlook and the Internet.
• Fluency in French (written and spoken). Working knowledge of English is desirable. Knowledge of local languages (Sango, Fufulleh) is a significant asset.
• Ability to work independently under pressure and to tight time schedules within a large multi-cultural team.
• Excellent organizational and event management skills with ability to innovatively problem-solve.
• Strong capacity in public speaking, community mobilization and multi-tasking.
• Driving License: category A is an asset.
