The FCA is the umbrella group for civil society organizations that was instrumental in the development and ratification of the WHO Framework Convention on Tobacco Control (FCTC), an international treaty that has been in effect since 2005. We are a global alliance of nearly 500 members in more than 100 countries that is now working around the world to monitor governments’ compliance with the treaty and promote national-level implementation of treaty provisions.

The FCA has a small staff distributed across five continents, with a secretariat in Ottawa, Canada.

Job Summary

The FCA is seeking a full-time Advocacy Officer with a vision of how to communicate solutions to the deadliest killer facing the world – the tobacco epidemic – and the hands-on skills and enthusiasm to assist that work day-to-day in the Africa Region.

The position is based in Yaoundé – Cameroon and will report directly to the AFRO Regional Coordinator.

The Advocacy Officer is expected to provide programme support to the regional coordinator in varied activities including grants administration, advocacy, multi-government lobbying, and civil society capacity building on various topics that are in line with FCA’s strategic priorities.

SCOPE OF WORK:

The Advocacy Officer’s scope of activities will include, supporting/assisting the regional coordinator in:

• Working with African NGOs to devise and implement strategies to reach out to gather intelligence from, and educate governmental delegates before and after meeting/negotiations of the World Health Organisation’s Framework Convention on Tobacco Control (FCTC).
• Ensuring that African civil society perspectives are represented in international policy development by providing support and facilitation to African FCA membership’s participation in international FCA policy development and participation in FCTC processes.
• Engaging in relationship-building activities with current and potential partners at national/regional level.
• Acting as liaison between the FCA and African NGOs involved in tobacco control in Africa and African governments.
• Working with the Policy team on campaigns to prioritise tobacco control on broader health and development agendas.
• Maintaining accurate records, and ensuring that projects are delivered according to agreed plans and budgets.
• Producing monthly and annual management and funding reports, including budget expenditure reports and forecasts.  
• Monitoring and reviewing FCTC campaigns, and Monitoring/Reporting projects against agreed objectives.
• The Advocacy officer will also be required to participate in management team planning and coordination processes.
• Perform other duties as may be assigned.

Qualifications and skills

Studies:

• Minimum of a Bachelors Degree or its equivalent professional qualification

Experience:

• Minimum 3-year experience working with health or development NGOs.
• Experience in organizing events, meeting/workshops and engaging with various stakeholders within multicultural environments.
• Knowledge of tobacco control will be an advantage.

Skills:

• Basic Advocacy knowledge.
• Fully bilingual in French and English (spoken and written)
• Multitasking proficiency: someone who can juggle a variety of tasks and plan his/her time accordingly.
• Good computer skills i.e. practical knowledge of standard computer applications for e-mail, word processing, spreadsheets, PowerPoint etc.
• Communication – good communication (spoken and written)
