JOB TITLE: Procurement & Logistic Officer

The Procurement & Logistic Officer reports to the Medical Technical Adviser (MTA)

JOB SUMMARY

Under direct supervision of the MTA, the person will support all procurement and logistic activities for HIV Free Center Project, and ensure that they follow EGPAF Policies and procedures, Government laws and Donor Rules and Regulations. This position will support the primarily the HIV Free Project.

KEY DUTIES AND RESPONSIBILITIES

1. Complete procurement activities for the project, to include preparation of tenders for goods and services, sourcing and evaluation of vendor proposals, and preparation of Contracts, Purchase Orders, Leases, and Consulting Contracts.
2. Maintain complete and compliant procurement files.
3. Maintain inventory; prepare inventory reports as required.
4. Manage the supply chain of HIV commodities of the Project.
5. Develop and maintain a supply chain system (Control points to check stock in, stock out etc..) to ensure the proper management of commodities.
6. Timely detection of stock outs and enable replenishment. To Ensure all the sites in the Districts have adequate commodities in place to facilitate the project activities.
7. Work In close collaboration with CENAME and other supply chain management company to prevent prolonged shortages in commodities.
8. Collaborate with the district and MOH team to advocate timely supply and replenishment of commodities at each site.
9. Work with members of the EGPAF Cameroon team to develop, maintain and monitor an office procurement plan.
10. Assist with quality and quantity control of procured goods and services
11. Participate in the identification of suppliers for the procurement of goods and services
12. Participate in the development, improvement, and standardization of procurement systems.
13. Perform other related duties and activities upon request

REQUIRED QUALIFICATIONS AND KEY COMPETENCIES:

1. Degree in Supply chain management or Procurement and Logistics or other applicable discipline
2. Minimum 2– 3 years of experience directly supporting/managing Procurement in an INGO environment
3. Working knowledge and understanding of US Government procurement policies and procedures relevant to procurement. Preference for experience with Centers for Disease Control (CDC).
4. Ability to work with limited supervision
5. Excellent analytical, oral and written communication skills in English and French
6. Highly organized with ability to prioritize and multi-task while working as part of a team
7. Possess strong accuracy, attention to detail and ability to follow through
8. Computer literate, with strong knowledge of, and experience with Microsoft Office applications
9. Honest, energetic, independent, self-motivated and administratively self-sufficient
10. Ability to maintain confidentiality, exercise discretion and sound judgment.
