SOCIAL & ENVIRONMENTAL SPECIALIST, GREENHOUSE GAS ACCOUNTING AND MODELLING SPECIALIST AND NATURAL RESOURCES MANAGEMENT GOVERNANCE SPECIALIST SHORT TERM CONSULTANCY TO BE BASED IN CAMEROON.

Countries well advanced in the REDD+ preparation phase have the option to develop an Emission Reduction Program (ERP) and submit to the Carbon Fund of the Forest Carbon Partnership Facility (FCPF). The Government of Cameroon elaborated and submitted and ER-PIN which was approved by the CF Participants in June 2016. After signing a Letter of Intent to sell emission reduction credits to the World Bank, the Government has received a grant to carry out in –depth studies that will inform the emission reduction program document.

In this perspective, the World Bank’s Environment & Natural Resources Global Practice (GENO7) seeks to recruit for the Cameroon Country office to support the preparation and implementation of the ERP in REDD+ Technical Secretariat.

Three (03) Short Term Consultants (STCs): Social & Environmental Specialist; Greenhouse gas accounting and modeling specialist and a Natural Resources Management Governance Specialist.

NATURAL RESOURCES MANAGEMENT GOVERNANCE SPECIALIST

Duties and Responsibilities:

The Consultants will assist Environment & Natural Resources Global Practice (GEN07) to provide consistent and timely support to the REDD + TS. The Consultant will provide the following key functions:

  • Carry out an inventory of the types of conflicts and existing conflicts management approaches in the other sectors in Cameroon and propose appropriate conflict management framework;
  • Analyze aspects related to land tenure and ownership of carbon credit in  the program area;
  • Analyze and propose the legal framework, policy and other regulatory frameworks conductive for the implementation of the program;
  • Identify the rights’ holders in the project area, map the potential beneficiaries of the program and participate in defining the options for the benefit-sharing mechanism and its institutional arrangement;
  • Participate in the identification of options for the benefit-sharing mechanism of the emission reduction program;
  • Propose an appropriate, simple and effective institutional arrangement to resolve the conflicts arising from the implementation of the ERP;
  • Propose a benefit-sharing mechanism tailored to the emission reduction program;
  • Elaborate the governance-related chapters in the ERP program document;
  • Produce monthly reports, which will be submitted for appraisal to the Technical Coordinator.
The Consultant will work under the guidance of the Senior Environmental Specialist on the day-to-day REDD+ ERP and other environment related work program as agree with the CMU. 

Selection criteria

The successful candidate will be hold of at least a master’s degree in social science (law, economics, sociology, geography) or other fields; with at least 5 years of experience in the field of natural resource management and related governance issues particularly in the forestry sector in Africa or Cameroon. Working experience with indigenous peoples and local communities and good knowledge of Climate change and the REDD+ process is required as well as knowledge of the FCPF methodological framework for ER program development. Working fluency in English and/or French required. Good writing skills in the English language will be an asset.

This activity will last for a period of six (06) months from the date of signature of the contact.

The Consultants will work under the guidance of the Senior Environmental Specialist on the day-to-day REDD+ ERP and other environment related work program as agreed with the Country Management Unit (CMU).
