Plan International Cameroon is currently advertising for the position of 01 Monitoring and Evaluation Assistant for the GOH project “Promoting household income diversification through animal husbandry and poultry, in Center, East, North and Northwest regions” based in Yaoundé.
This is local position.

DIMENSION OF THE ROLE:

Under the Project Coordinator, the incumbent will perform the following:

• Ensure that the purpose of the M&E framework is being achieved and enabling decision-making on the project progression and development;
• Identify data sources for capturing project performance and impact indicators, in conjunction with the project team;
• Contribute to  assessment planning, implementation, interpretation & reporting;
• Draft regular M&E project reports and assist in the preparation of project monthly, quarterly and annual reports;
• Collect from the various implementing sites of the sites, compile, analyze and share relevant data / information with the project team and donors;
• Provide technical support to the Project Coordinator and partners responsible for the activities implementation;
• Participate in the development/review of the action plans and detailed budgets of the project;
• Ensure quality control of data and information collected, through the development and/or review of tools for the data collection in accordance of the logical frameworks of projects, the quality assurance system of Plan International
• Participate in the selection and in the follow-up consultants and partners selected for studies, research and evaluation by the project ;
• Produce monthly reports on capitalization of lessons learned and good practices identified in the context of project implementation;

Dealing with Problems:

The job requires contribution to the decision-making on the basis of assumption and experience, as little hard information will be available. Decisions need to be context specific and there will often be no precedents to draw upon.
Pro-activeness will be key in planning and implementation of activities in the field.
He/She should be ready to work under pressure and accept travels
Communications and Working Relationships:
External and internal lines: The M&E Assistant should maintain a good collaboration and communication with other projects staff, technical and financial partners (GOH, MINADER, MINEPIA and local NGO partners) at field level also with local authorities.

Knowledge, Skills, Behaviors, and Experience Required to Achieve Role’s Objectives:

• University  degree in Social Science, Statistics or related courses
• Possesses basic knowledge of  Plan’s  policies and procedures
• Demonstrates good knowledge of information technology
• Minimum of two (2) years’ work experience in research and evaluation, planning, participatory monitoring and evaluation, and developing community development projects
• Have a good editorial capacity (capacity of drafting of reports);
• Have basic computer knowledge and skills with mastery standard software (Word, Excel, PowerPoint…);
• Ability to speak, read and write English or French and proven ability and willingness to learn other languages;
• Knowledge on livestock rearing is of added advantage
• Physical Environment and Demands:
• Work both at the office and in the field
• Ability to work under pressure and in remote areas
• Frequent field visits: The Monitoring & Evaluation Assistant will spend at least 60% of his time on the field in the context of the implementation of M&E activities
• Periods of intense work at all times of day and night.
• Working in multiple locations and on the move.
