Background
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
In Cameroon, IOM has set up its Displacement Tracking Matrix (DTM) in order to provide a better understanding of migration patterns and needs within the country. The DTM in Cameroon is in two-folds and aims to provide information related to migration flows and internal displacement.
Duties and Responsibilities
Under the overall supervision of the Chief of Mission, and the direct supervision of the Reintegration Officer, the successful candidate (1) will be responsible and accountable for "Strengthen migration data and communication on migration flows, routes and trends, as well as on the needs and vulnerabilities of migrants for IOM Mission in Cameroon.
In particular, the incumbent will:
- Coordinate IM support to emergency operations related to migration crisis including on data management, production of information products, and design and implementation of technological solutions for IM purposes. This includes the regular publication of dashboards, reports, and profiling reports;
- Supervise the operation of Flow Monitoring in Cameroon and manage methodological, technical, and operational aspects of FMP development and implementation activities including software and system development, data and database management, technical partnerships, and relevant capacity building or training programmes;
- Manage the provision and deployment of technical support to IOM field missions in the development, implementation and evaluation of data and information management activities.
- Identify FMP-related problems and issues to be addressed and proposes alternatives solutions. This may include the revision and adaptation of the FMP tool to the context of the Lake Chad region, focusing on the development of a low-tech, narrow error-margin methodology;
- Roll out training and provide trouble-shooting support in the field over the course of the deployment;
- Frequently monitor the quality of data collection in the field, clean the data collected by the FMP and liaise with the regional office for analysis and integration of the data into the wider regional migration perspective;
- Ensure timely, standardized and adequate reporting and information sharing and, to this end, frequently verifies partners’ needs in terms of data required to ensure adequate and timely assistance provision;
- Represent IOM at meetings and events where the FMP, and information management needs are being discussed. This includes the presentation of the DTM methodology to partners as required;
- Contribute to IOM EUTF project reports with data visualization outputs.
- Perform such duties as may be assigned.

Required Skills and Experience
Education
- Master’s degree in Information Management, Statistics, Project Management, Computer Science or a related field from an accredited academic institution with five years of relevant professional experience
Experience
- Seven years of relevant professional experience.
Languages
- Fluency in French is required. Knowledge of a language of the region is an advantage.
