SUMMARY OF THE PROJECT

Funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) through the United States Agency for International Development (USAID), National Episcopal Conference of Cameroon (NECC) as the CRS transition local partner, supports the implementation of Key Interventions to Develop Systems and Services for Orphans and Vulnerable Children (KIDSS) project. The project addresses the challenges of sustainable care and support to Orphans and Vulnerable Children (OVC) by strengthening the capacities of the Government of the Republic of Cameroon (GRC), civil society, communities and households to provide quality care and support HIV-infected and affected children in Cameroon. The program consists of prevention and case finding activities for OVC as well as ensuring community support for linkage to care and retention among children and adolescents living with HIV.

TERMS OF REFERENCE

Job Summary

The Finance Officer will be responsible for the financial management of the project under the supervision of the Finance Manager. He will ensure that all financial management is conducted in accordance with USAID, CRS and NECC policies and that financial reports are submitted on time.

He will work with junior implementing partners to ensure that their financial systems are sound and provide technical assistance as required.

Duties and Responsibilities

Financial management, analysis and reporting

  • Assist the Finance Manager in the preparation of various payments
  • Prepare bank reconciliation statements
  • Ensure that the financial information is consistent with the accounting information in the TOM2PRO system.
  • Ensure that the project complies with USAID, CRS and NECC policies.
  • Act as a liaison with the financial institutions.
  • Assist the Finance Manager in conducting the month-end financial closing process and ensure timely submission of monthly and quarterly financial reports to the parties.
  • Assist the Finance Manager in the management of advances and follow-up with partners and programme/project managers to encourage timely liquidation.
  • Assist the Finance Manager in the preparation and conduct of internal and external audit missions.
  • Be aware of and understand changes in the local legal environment and ensure that UNECE adheres to local laws relating to taxation and other areas of financial management.
  • Ensure budgetary control of the programme and produce monthly reports to ensure compliance with the flexibility restrictions of the online items and take follow-up actions to resolve identified issues.

 Financial management and capacity building of sub-recipients

  •  Ensure that sub-recipient advances and liquidations are managed in accordance with the NECC sub-recipient financial management policy and within the framework of the sub-recipient agreements.
  • Ensure timely processing of funding requests from implementing partners.
  •  Participate in the implementation of the sub-recipients' financial management policy
  • Ensure timely receipt and review of monthly expenditure review reports from local KIDSS implementing partners, including review of budget updates and liquidation reports to be processed by the NECC finance team.
  • Ensure documentation of partner liquidation reviews outlining the rationale for all rejected expenditures and detailing improvements required.
  • Assist the Finance Manager in planning and organising regular training sessions to build the capacity of sub-recipients in accounting and financial management and the use of management tools.

MINIMUM QUALIFICATIONS

 Education and Experience

  • At least a Master's degree in accounting and finance, business management or any other related field.
  • At least 5 years’ experience in successful financial management of internationally funded projects, including at least 2 years in a USAID funded project
  • Good understanding of USAID project funding rules and regulations and reporting requirements.
  • Demonstrated skills in financial oversight of USAID-funded projects
  • Good knowledge of local legislation in the areas of taxation and local regulatory reporting requirements as well as the OHADA system is required
  • Proven ability to use the office package with emphasis on EXCEL software
  • Knowledge of the TOM2PRO accounting system would be an asset.

Language required / desired:   Fluency in French, Professional Proficiency in English required.

Travel required:  30% of travel in Cameroon.
