Position: Network Security Specialist

Background: R4D International is a research foundation working in close collaboration with health institutions in developing countries to promote the implementation of evidence-based practices. In particular, R4D International supports the achievement of MDGs at local level by engaging in research and interventions related to reduction of hunger and malnutrition (MDG1), girl child education (MDG2), economic empowerment of women (MDG3), child and maternal health (MDG 4&5), HIV/AIDS, Malaria and TB (MDG6), sustainable environment (MDG7), information communication technology (ICT) (MDG8).

Terms of reference:

This Network Security Specialist position is within the Information Technology department of the Organization. The successful candidate will have a strong analysis/development background with the ability to solve a variety of security issues.

Responsibilities and duties: Under the direct supervision of the Information Technology Manager of R4DI (based in Yaoundé), the incumbent will be:

1. Defining, developing, and deploying processes and tools for threat monitoring and detection.
2. Developing advanced correlation strategies and techniques for threat detection and prevention.
3. Performing initial event/loss assessment and validation.
4. Monitoring industry security intelligence trend in threat detection and response.
5. Participates in software development project activities which include technical/business requirements and design, and technical writing including Methods & Procedures
6. Consult with other IT staff to evaluate, select, install, and configure hardware and software systems to provide the appropriate network security functionality
7. Research, evaluate, design, test, recommend, and plan implementation of new or improved network security software or devices

Skills & Knowledge:

1. This position demands strong analysis and problem solving skills in a continuously security changing environment.
2. Strong verbal and written communication skills are a must to be able to educate and instruct others on the tool and process developments.

Threat & Environment

• General ability to identify susceptibility, survivability, and vulnerability of the systems, subsystems and delivery mechanisms, based on the knowledge of characteristics and capabilities of threats (e.g. protocol exploits, identity spoofing, malware injection techniques, application layer vulnerabilities).

Network Systems

• General knowledge of network communication concepts, principles and architectures, associated with network planning, design, integration and maintenance. End-to-end knowledge of network transport technologies, systems, environments, services, protocols, performance monitoring and diagnostic analysis.

System Security Processes

Basic - Basic knowledge of system security domains (e.g., information assurance, anti-tamper, intrusion detection, software protection, software assurance, communications security, encryption and key management, network security, reverse engineering, countermeasures, special security endorsement) and industry and government guidance and regulations.

Minimum Qualifications:

• Technical bachelor's degree. A technical degree is defined as any three year degree, or greater, in a mathematic, scientific or information technology field of study.

Additional requirements: Experience in software programming, excellent knowledge of English, working knowledge of French. Good knowledge in program management will be an asset.
