The U.S. Embassy in Yaounde is seeking an individual for the position of 

Grants Administrator

FSN-07; FP-07.

The Closing Date for this position is March 23, 2015 at 16h00

BASIC FUNCTION OF THE POSITION

Under the direct supervision of the Development Coordinator and/or Grants Officer, incumbent serves as Grants Coordinator in the Political and Economic section.  Duties include: administering the Special Self Help (SSH), Democracy and Human Rights Fund (DHRF), U.S. President’s Emergency Plan For AIDS Relief (PEPFAR), Julia Taft, and other small grants programs in the Political-Economic section; acting as the Grants Officer Representative by ensuring that the Department of State exercises prudent management and oversight of grants through monitoring and evaluating the recipient’s performance; financial management of Grant Programs; and general administrative duties.

Qualifications Required

Note:  All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item. 

Education: Two years of University studies is required.

Experience: Two years’ experience in project management or a responsible administrative position in a project management field is required.  Experience must be in an international institution or in a large local institution.

Language: Level 4 (Fluency) Speaking/Reading English and French are required and will be tested.

Knowledge: Applicant must have a good knowledge of project management and basic knowledge of mathematics and accounting; must be knowledgeable of the customs and cultures of Cameroon; and should be able to obtain and maintain Grants Officer Representative (GOR) certificate.  Job knowledge may be tested.

Skills/Abilities: The incumbent must be computer literate and have good knowledge of MS Word and MS Excel; must be able to work with minimum supervision and write reports for external and internal use.  The applicant must have strong arithmetic skills, excellent interpersonal skills, and superior writing and organizational skills.  Public speaking skill is an important element of the job – the incumbent should be able to address medium and large groups comfortably and present information about the Grant programs, often impromptu.  The incumbent must be able to translate from English into French and vice versa; must be able to work in a high-volume, high productivity environment; must be willing to travel frequently to remote parts of Cameroon to monitor and evaluate projects; and must also be able to liaise effectively with projects implementers, beneficiaries, and government officials.  Skills and abilities may be tested.
