The United Nations World Food Program is looking for the services of Programme policy Officer with competences listed below:

TITLE: Programme policy officer

CATEGORY: Professional

GRADE: NOB

CONTRACT TYPE: Fixed-Term

CONTRACT DURATION: 12 months (renewable)

DUTY STATION: Yaoundé

Accountabilities:

Under the direct supervision of the Deputy Country Director and the overall supervision of the Country Director, the incumbent will be responsible for the following duties and responsibilities:

  1. Support the design, planning and implementation of programme activities supported by WFP Cameroon,
  2. Strengthen the implementation on the Country Office programmes design and implementation to ensure WPF’s effectiveness of all food assistance interventions (e.g. beneficiary needs and status, food security status, programme modalities, implementation challenges, etc…),
  3. Review and give technical feedback on food security assessment, beneficiaries targeting and monitoring plans and ensure that programmes are relevant, well targeted and providing appropriate response to the food and nutrition security of the assisted vulnerable population in Cameroon.
  4. Provide technical advice and support WFP and its partners on matters pertaining to country programme strategies, policies, programmes, and facilitate the timely and productive use of related outputs in a manner that complies with WFP standards and processes,
  5. Contribute towards the development of a wide variety of projects, plans and processes, ensuring alignment with wider programme policies and guidance and UNDAF objectives.
  6. Provide project management support to specific and defined programmes and projects of considerable size/complexity, ensuring a coordinated approach with wider programmes to ensure efficiencies and effectiveness of programmes.
  7. Research and analyses a range of policy and operational issues to inform the development of policies, programmes and activities in line with the Sustainable Development Agenda and zero Hunger Strategy. 
  8. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  9. Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery,
  10. Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages in  line with the UNDAF and pursuing joint work planning with other agencies,
  11. Work in close collaboration with international counterparts and external partners to strengthen the quality of food security and nutrition results monitoring and build credible evidence of trends towards the achievement of SDG2,
  12. Support emergency response capacity as required to meet emergency food assistance needs,
  13. Other as required.

Education: Advanced University degree in Economics, Rural Development, Food Security, Statistics, Sociology, public Health/Nutrition with additional years of related work experience and/or training/courses.

Experience: typically five or more years of postgraduate professional experience in food security and Nutrition programmes management, analysis and monitoring with an interest in international humanitarian development.

Knowledge & Skills: 

  • Demonstrates advanced knowledge of national and international socio-political issues, WFP programmes and overall country strategic objectives. Plans, directs and expertly manages the implementation of programmes in area of responsibility to ensure effective and timely delivery of food assistance to beneficiaries.
  • Displays ability to identify the main hunger problem at the national or subnational level to design and implement context-specific programmes that integrate complex analysis and the full range of food assistance tools.
  • Develops through recommendations using multiple inputs (e.g. government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.
  • Demonstrates ability to analyses and consolidate quantitative and qualitative information from different sources (e.g. market studies) to inform transfers modality selection and programme development.
  • Demonstrates ability to adjust to team’s plans and priorities to optimize outcomes in light of evolving directives, while also responding quickly in high-pressure environment, such as in emergency setting.

Language: Fluent in both French (Level C) and English (level C)

Other desire skills:

  • Excellent working knowledge of Microsoft software applications, particularly MS-Office( Word, Excel, Access, Power point, etc…) as well as most popular Statistical Packages.
