CONTEXT
SODEICO Manpower is recruiting a "FINANCE AND ADMINISTRATION OFFICER" to lead a Social Behavior Change (SBC) program in Cameroon. This project will focus its efforts, in particular, on collaboration with the President’s Malaria Initiative (PMI) to reduce malaria related morbidity and mortality.
ORGANIZATIONAL POSITION
The Finance and Administration Officer will report to the National Coordinator based in Yaounde (Cameroon).
TASKS AND RESPONSIBILITIES
Main responsibilities
The Finance and Administration Officer will be responsible for:
- The management of various financial and administrative functions under the direction of the national coordinator.
- Liaison between the national coordinator and the financial department at Johns Hopkins University Center for Communication Programs
- The project is a five-year SBC project funded by an international donor. The project will work with the National Malaria Control Program (NMCP), Ministry of Health (MoH) officials, and other malaria partners to implement high-quality behavioral influencing activities to protect at-risk populations avoidable morbidity and mortality. The cooperation team will seek to achieve the following objectives in Cameroon: (1) Improvement of the consideration of the main behaviors of malaria at the community leve;l (2) Improvement of the behavior of the health workers favoring an effective service delivery against the Malaria; and (3) Improved capacity of the NMCP / MOH and other partners to coordinate, design, implement, monitor and evaluate an effective CBVC[SB1] at the national and sub-national levels.
Specific responsibilities
Finance
- Maintain and manage all financial documents of the project in a systematic filing system,
- Compile and supervise the pay of all staff members. This may include working with an accounting firm that will manage staff payroll for a period to be determined,
- Ensure compliance of field offices and staff with financial management systems in accordance with the requirements of the funder and the Johns Hopkins University Center for Communication Programs (CCP).
- Monitor the local bank account and the account denominated in foreign currency (USD) and make reconciliations and transfers with the agreement of the national coordinator and the Cameroon team leader,
- Conduct financial monitoring visits to partner organizations and contracted organizations,
- Prepare the payment vouchers and the reception notes,
- Prepare check / payment orders and ensure they are properly delivered,
- Verify the accuracy of invoices and supporting documents,
- Record all the transactions made by the cooperation,
- Prepare reports and financial documents for submission to CCP headquarters in the USA
- Attend in-person and virtual training to ensure understanding and adherence to the latest administrative and financial policies and procedures,
- Manage petty cash funds and office cash books,
- Oversee and manage the procurement of local consultants and purchase orders in strict accordance with the guidelines of the funder and management,
- Maintain and manage financial reports and liquidations of local consultants,
- Capture all financial data in QuickBooks,
- Send QuickBooks files and financial substantiating documents to the remote fund administrator (RIF Fund Administrator) remotely.
Administration
- Oversee the functions of human resources, including maintaining a safe and secure work environment and complying with management policies,
- Ensure that Cameroonian labor regulations and management are applied at all levels of staff,
- Coordinate the logistics of meetings and workshops, including venue selection, printing and purchase of equipment, and necessary payments,
- Coordinate logistics for regular meetings of the SBC Partners Working Group,
- Undertake any administrative tasks assigned by the national coordinator or the team leader of Cameroon located abroad.
BASIC AND SPECIFIC SKILLS
- Experience working with an international donor
- Comprehensive understanding of the policies of USAID and the Government of Cameroon,
- Strong professional reputation,
- Excellent communication and interpersonal skills,
- Flexible and motivated.
QUALIFICATIONS ET EXPERIENCES REQUIRED
- Masters of Business Studies / Administration from a recognized university;
- At least five (5) years experiences in finance management for an NGO within Cameroon.
LANGUAGES FLUENCY: Very good knowledge of French and English (verbal and written).
COMPUTER LITERACY: Strong comprehension of office tools (Word, Excel, PowerPoint, ...) and Quickbooks.
