Position Title: Associate Livelihood Officer

Accountability (key results that will be achieved)
- The Country Office has a livelihood development strategy together with a relevant action plan to guide various levels of interventions.
- Community-based strategies developed for sustainable livelihood interventions in UNHCR operation.
- UNHCR Implementing Partners and the Community Refugee groups engaged in livelihood activities are supported and monitored in the field.
- Information collected on legal, social and economic status/development in refugee hosting areas is analysed to support livelihood activities.
- Network of partners with UN Agencies and private sectors is developed/strengthened and optimized in the livelihood cooperation and support.
Responsibility (process and functions undertaken to achieve results)
- Improve the refugee's participation by mobilizing commmunities to define and prioritize solutions to their problems including those of the groups with specific needs.
- Facilitate regular participatory assessment using the age, gender and diversity perspectives to fully understand the refugee population and triangulates regular feed backs from the beneficiaries of the livelihood projects implemented.
- Liaise with implementing and operational partners as well as refuge community to develop specific activities to address livelihood concerns of the refugee communities, and support community initiatives in these areas.
- Create cooperatives and community self-reliance groups.
- Introduce more effective and productive technologies which can be mitigate the existing competition for resources between refugees and host communities.
- Assist in formulating commmunity-based strategies for sustainable livelihoods/agriculture interventions in line with UNHCR policies.
- Monitor and follow-up with relevant UNHCR Implementing Partners and beneficiary groups on assistance projects and their impacts os self-reliance, and provide advice to the operation to improve the impact and to overcome obstables for timely implementation of the project(s).
- Collect and compile information on social and economic status/development in refugee hosting areas, that will enable UNHCR and its' partners in formulating interventions that will promote the environment and the socio economic wellbeing of refugees, taking into account such dimensions as gender, age, diversity and environmental production.
- Maintain close contact and cooperation with partners both in the public and NGO sector in order to harmonize activities relating to socio economic wellbeing of refugees.
- Establish a network with other relevant stakeholders such as UN Agencies and the private sector to promote synergies and advocate for access for refugees to already available services in cameroon.
- Any other responsibilities/functions deemed necessary or as delegated by the Supervisor/Head of the office in order to meet the level of services in the organization.
ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- A University degree is required, with relevant professional experience in programmes related to self-reliance and livelihoods development, agriculture/livestock, rapid and parcitipatory rural appraisal; urban and rural small business development and/or microfinance; agriculture cooperatives gender analysis, risks and vulnerability assessment, community development and participation.
- Minimum 4 years of relevant work experience(2 years with Advanced University degree).
- A proven ability to take initiative and to work effectively and efficiently in challenging field locations.
- Strong communication and individual organizational skills.
- Excellent networking skills with private and public sector institutions.
- Excellent computer skills including excel, word, and power point.
- Excellent knowledge of French and working knwoledge of English.
DESIRABLE QUALIFICATIONS & COMPETENCES
- Demonstrated professional exposure to poverty-related issues in developing countries, especially rural poverty and gender analysis.
- Proven experience in planning, implementing, and monitoring livelihoods programmes.
- Experience in working effectively with UN organisations, international and national NGOs, and with government authorities at national level.
- Knowledge about latest development in the livelihoods sector, and in-depth knowledge of at least two technical sub-sectors in livelihoods(e.g. agriculture and livestock, vocational training and technical education, entrepreneurship building, cash assistance, community contracting, employment services, microfinance).
- PLP, People oriented planning, Participaroty assessment, OMLP.
- Working experience with refugees would be an asset.
