The United Nations World Food Program is looking for the services of Programme policy Officer with competences listed below:

TITLE: Programme policy officer (VAM)

CATEGORY: Professional

GRADE: NOA

CONTRACT TYPE: Fixed-Term

CONTRACT DURATION: 12 months (renewable)

DUTY STATION: Yaoundé

Accountabilities: 

Under the direct supervision of the Deputy Country Director and the overall supervision of the Country Director, the incumbent will be responsible for the following duties and responsibilities:

  1. Support the design, planning and implementation of programme activities supported by WFP Cameroon,
  2. Strengthen the implementation on the Country Office food security assessment, monitoring and evaluation plans to ensure WPF’s effectiveness of all food assistance interventions (e.g. beneficiary needs and status, food security status, programme modalities, implementation challenges, etc…),
  3. Review and give technical feedback on food security assessment, beneficiaries targeting and monitoring plans to ensure that plans are relevant, well targeted and providing appropriate response to the food and nutrition security of the assisted vulnerable population in Cameroon.
  4. Provide technical advice and support WFP and its partners on matters pertaining to food security strategies, policies, programmes, and facilitate the timely and productive use of related outputs in a manner that complies with WFP standards and processes,
  5. Contribute to the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies (e.g. mVAM) and best practice.
  6. Manage/conduct national or regional food security, nutrition, markets and resilience analysis and prepare timely reports on food assessment needs in line with wider VAM policies, processes and guidance to enable effective decision-making on the development of country strategy, policies and programmes,
  7. Support the design, implementation, analysis and reporting of ongoing and planned food security surveys such as CFSVA, EFSAs and FSMS in the country as needed,
  8. Contribute to the development of programme activities, providing technical analysis, interpretation and recommendations to facilitate food assistance needs to be met effectively.
  9. Oversee preparation and dissemination of timely analytical and critical reports including monthly market price bulletin, VAM and Gender analysis reports to support emergency operations including the use of Cash-based transfers,
  10. Build capacity of WFP staff, partners and national government to conduct analysis on food security, nutrition, markets, resilience, and related topics to effectively inform policies and programmes.
  11. Work in close collaboration with international counterparts and external partners to strengthen the quality of food security of results monitoring and build credible evidence of trends through the establishment of food security monitoring systems.
  12. Support emergency response capacity as required to meet emergency food assistance needs.
  13. Other as required

QUALIFICATIONS

Education: Advanced University degree in Economics, Food Security, Statistics, Sociology, Data science, public Health/Nutrition, Geography or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience: typically five or more years of postgraduate professional experience in food security analysis and monitoring with an interest in international humanitarian development.

Knowledge & Skills: 

  • Utilizes up-to-date understanding of humanitarian and development actions in different contexts and knowledge of global geo-political issues, monitoring requirements and/or the evaluation mandate to enhance existing approaches, systems and processes to monitoring and/or evaluation that suit WFP’s strategic and operational needs.
  • Applies in depth understanding of developing practice in analytical approaches, methods and tools for an appropriate mix to deliver quality monitoring results or complex evaluations on diverse topics relevant to WFP’s strategic and operational results frameworks.
  • Gained valuable experience in collecting geospatial and socioeconomic food security data, conducting quantitative and qualitative analyses, and reporting findings to inform humanitarian food security and nutrition response plans.
  • Has led surveys, multiple assessments in countries, including the design, data collection and analysis.
  • Has participated in design and implementation of WFP programmes focusing on food security, Gender equality, market based interventions including cash or vouchers based transfers.
  • Applies programme lifecycle knowledge to the development of food security monitoring systems and applies corporate guidance to draft ToR, co-lead Programme Review implementation, and draft initial findings and recommendations on the effectiveness of food assistance activities.

Language: Fluent in both French (Level C) and English (level B)

Other desire skills: Excellent working knowledge of Microsoft software applications, particularly MS-Office Word, Excel, Access, Power point, etc…) as well as most popular Statistical Packages and data collection based on mobile technology
