SOCIAL & ENVIRONMENTAL SPECIALIST, GREENHOUSE GAS ACCOUNTING AND MODELLING SPECIALIST AND NATURAL RESOURCES MANAGEMENT GOVERNANCE SPECIALIST SHORT TERM CONSULTANCY TO BE BASED IN CAMEROON.

Countries well advanced in the REDD+ preparation phase have the option to develop an Emission Reduction Program (ERP) and submit to the Carbon Fund of the Forest Carbon Partnership Facility (FCPF). The Government of Cameroon elaborated and submitted and ER-PIN which was approved by the CF Participants in June 2016. After signing a Letter of Intent to sell emission reduction credits to the World Bank, the Government has received a grant to carry out in –depth studies that will inform the emission reduction program document.

In this perspective, the World Bank’s Environment & Natural Resources Global Practice (GENO7) seeks to recruit for the Cameroon Country office to support the preparation and implementation of the ERP in REDD+ Technical Secretariat.

Three (03) Short Term Consultants (STCs): Social & Environmental Specialist; Greenhouse gas accounting and modeling specialist and a Natural Resources Management Governance Specialist.

GREENHOUSE GAS ACCOUNTING AND MODELLING SPECIALIST

Duties and Responsibilities:

The Consultants will assist Environment & Natural Resources Global Practice (GEN07) to provide consistent and timely support to the REDD + TS. The Consultant will provide the following key functions:

  • Collect and verify the quality of agriculture, forestry and mining sector statistics in Cameroon;
  • Support in the identification of hotspots for the implementation of strategic option through remote sensing;
  • Support the historical analysis of annual average emissions over the reference period while describing the method, activity data and emission factors used for the calculation;
  • Use the table proposed in the ER-PD model to establish the baseline estimate for the ERP;
  • Identify, assess and quantify the sources of uncertainty in the establishment of the FREL;
  • Use the Excel tool developed in the scope of the national strategy to update the ER program FREL as required;
  • Make suggestions for improvement of the tool;
  • Clearly explain the assumptions used in the modelling;
  • Make upward or downward adjustments tot the average annual emissions during the reference period (where applicable) while explaining, justifying and quantifying these adjustments;
  • Ensure coherence between the FREL establishment and the MRV system development;
  • Participated in the internal drafting of reports and presentation of results to stakeholders in the REDD+ process;
  • Review of the national FREL in the REDD+ strategy and ensure coherence; 
  • Work closely with an international consultant backstopping To establishing the reference level;
  • Produce monthly reports, which will be submitted for appraisal to the Technical Coordinator. 

Selection criteria

The successful candidate will be hold a Master degree and some relevant experience in at least one of the following fields: Rural Economics, Statistics, Agronomy, Forest management and remote sensing applied to agriculture. S/He must demonstrate strong analytical and quantitative skills coupled with the use of MS Excel. Mastery of other statistical, data processing (R, MS Access, STATA, GAMS…) and GIS (ArcMap, QGIS, GRASS etc.) software will be an added advantage. Competence in quantifying uncertainties associated with the greenhouse gas accounting is required. Working fluency in English and/or French required. Good writing skills in the English language will be an asset.
