Background/ Context

The UC Berkeley Human Rights Center (HRC) is partnering with the International Rescue Committee (IRC) on a research study on cash assistance programs in humanitarian settings to generate evidence on the protection risks and barriers associated with the targeting and delivery of cash to vulnerable groups.

This two-year project involves two phases of research. During the first phase of the research, the research team will conduct qualitative research in Cameroon to explore the full range of protection risks faced by two or three selected vulnerable groups, which may include (but are not limited to) female-headed households, older persons, persons with disabilities, persons with limited or lack of legal status and/or identity, or persons from ethnic minority groups. Field research in Cameroon will take place in March 2018.

Data collection will include key informant interviews (approximately 8-12) with key stakeholders in cash assistance and protection programs, interviews with cash assistance recipients (approximately 10-15 interviews), and focus groups with cash assistance recipients (approximately 8 focus groups of 8-10 participants per group).

IRC and HRC will use evidence gathered from the first phase of the research to develop a comprehensive and adaptable tool. The research will be used to inform a toolkit, which practitioners in humanitarian settings can use to plan and implement cash assistance programs. In the second phase, IRC will pilot the toolkit within a cash transfer program in one country, and HRC will conduct operational research to adapt and validate the tool.

IRC and HRC are recruiting a Quality Assurance Supervisor to work with HRC and IRC to oversee field research in March 2018 and provide support as needed after completion of the field research.

Roles and Responsabilities

The roles and responsibilities of research assistants are to:

Planning

• Support planning of field research activities including logistics, participation in research team meetings, support with data collection training, recruitment of qualitative researchers and translators, and other planning activities as necessary.
• Provide advice and follow up support in obtaining ethical clearance (IRB approval) and research permit / authorization from the appropriate institutions in Cameroon.

Supervision and Logistics

• Work with HRC and IRC to oversee field research and supervise the research team of 4-6 qualitative researchers who will be conducting interviews and focus groups.
• Ensure that all data collectors follow data collection protocol and the research team acts in a professional and efficient manner to ensure the safety and confidentiality of participants and to obtain valid and reliable results for the study.
• With the HRC research team, monitor logistics and data collection procedures in research sites. Ensure all staff are at the sites as planned, with the correct materials they need (qualitative tool printouts, consent forms, pens, paper for note-taking, recorders, stickers, cameras, flip charts, etc.)
• Oversee transcription and translation of audio files and notes from field research according to protocols.

Reporting and Data

• Liaise with the HRC research team regularly to report progress, any issues or challenges, concerns about researchers, etc., and respond to any questions or emerging issues from the HRC research team.
• Check quality of audio files, hand-written notes, and written transcripts for research activities. Ensure that team members are correctly using audio recording equipment, and that interviews and focus groups conducted are guided by research instruments and adhere to ethical standards for data collection.
• Ensure the safe and secure collection, transfer, and storage of all sensitive documents and files, including hard-copy materials as well as electronic files (voice recordings, etc.) according to data collection and storage protocols.

Skills, Qualifications and Experience

• Strong inter-personal communication skills
• Experience coordinating and managing research teams
• Experience with qualitative data collection including interviews and focus groups
• Experience conducting research on sensitive issues with vulnerable groups
• Strong oral and written communication skills in English and French. Fluency in languages spoken in the Far North region (Mandara, Haousa, Kanuri, Arab shoa, Kotoko and/ or Fulfulde), a plus
• Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, and to coordinate multiple tasks and maintain attention to detail
