The International rescue Committee, Cameroon Program is seeking
Position: Administration, HR and Finance Officer
Program: Finance
Location: Buéa
Type of Contract: Short term Limited Contrat
Duration: 4 Month (with renewal option)
Start date: 1st September 2018
PURPOSE OF THE JOB:
Under the direct supervision of the Wash Coordinator/Emergency team leader, the Administration, HR and Finance Officer supports the affairs related to the day to day running of the IRC Buea Office and is the focal person providing key support on all HR, Finance and Administration functions. S/he is also responsible for the tracking and payment of all utility bills. The position will also be responsible for directly managing all office and guest house cleaners.
SPECIFIC RESPONSIBILITIES
Human Resources:
- Provides assistance and support the recruitment process under the supervision of emergency team leader ensuring all the documents needed are in place(Job description, Job requested)
- Support the office to prepare the monthly payroll to ensure the salary payment is done timely
- Ensure regularly the staff contract, leaves, timesheet are monitored and the files of each staff is updated on regular basis
- Liaise with the relevant Ministries for immigration protocols for expat staff and visitors to the program.
- Provide the inputs regarding HR activities to Emergency Team leader on weekly to preparer the office weekly report
- Keep track of projector, projector screen and flip charts issued to staff for meetings and workshops.
- File a hard copy of every monthly report produced.
- Perform other duties as needed or requested by the Wash coordinator/Emergency team leader.
Finance:
- Responsible for processing the payments for both banks and cash transactions
- Coordinate with bank and financial institutions with regards to project activities
- Assist in closing of monthly accounts and preparation of monthly expenses reports for submission to central project office
- Ensure completeness of payments documents in compliance to IRC and donors policies and procedure
- Update the cash and banks books on daily basis with the proper reconciliation of closing balances
- Carry out cash count as per the IRC policies and schedule. Document the cash count sheets for records
- Review all the payments documents for proper coding and supporting documents
- Check and post monthly transactions into excel spreadsheet and onward posting into SUN System ensure that all information in the spreadsheet is correct and complete
Administration:
- Oversee the provision of clerical services, including photocopying, pigeon holes and administration forms.
- With the support from the administration assistant, prepare quarterly Purchase request for Office supplies, Stationery, Cleaning items and toiletries, etc. and provide management oversight and coordination in the supply and maintenance of all office and house supplies.
- Direct line manage and supervise the office cleaners, Finance assistant and Administration assistant in line with their JDs
- Work closely with the security guards to ensure that gate signing on sheets are completed and filed appropriately.
- Outside of obligation to inform the emergency team leader and to maintain confidentiality and professional ethics for all personnel paperwork, records and issues.
- Work with the administration assistant to prepare payment requests and ensure that all utility bills for office, guesthouses and residences are collected and processed for payment in timely manner. This includes:
- Report and follow-up with logistics on any repairs needed at the office
- Responsible for flight bookings with designated travel agencies and full compliance as mandated by IRC policies and procedures
- Responsible for all travels and accommodation for national and international staff and visitors
QUALIFICATIONS:
Education (Knowledge) Higher
- Bachelor’s degree in accounting and knowledge in administration
- Advance diploma in accounting from recognized College /Institutions with minimum of three (3) years of accounting experience and administration.
Skills and Abilities:
- Advanced proficiency in Microsoft Windows, Word, Excel, Access and Microsoft Outlook
- Must be detail-oriented and able to work independently with minimal supervision.
- Excellent interpersonal, organizational, communication and time management skills
- Ability to organize tasks simultaneously, prioritize work and ensure tasks are completed by deadline
- Previous experience providing administrative support.
- Previous experience with INGO.
- Strong oral and written communication skills
- Honest, reliable and trustworthy
- Fluency in spoken and written English, French is an asset
- Ability to work under pressure.
- Ability to maintain the highest degree of discretion and confidentiality
- Willing to adhere to and carry out the IRC rules.
