Position: HIV Programming & Training Assistant (HIV PTA)

Reports to: HIV Program Coordinator (HIVC)

Position Summary: Under the direct supervision of the HIV Program Coordinator, the HIV Programming & Training Assistant (PTA) assists the HIVC in the administration and programming of HIV initiatives. S/he provides HIV training to Peace Corps Volunteers and helps ensure the implementation of HIV activities. The HIV PTA also provides support to the Monitoring, Reporting and Evaluation Coordinator (MREC) on HIV indicators.

Salary: Grade: 8, Range 9,313,545 - 15,833,023 CFA basic plus allowances / Subject to the availability of PEPFAR funding

MAJOR DUTIES AND RESPONSIBILITIES:

Programming and Volunteer Support

  • Provide HIV programmatic support to the HIVC and to Peace Corps Volunteers (PCVs).
  • Conduct site visits to support PCVs in design and implementation of HIV-related activities.
  • Develop HIV – related programming materials in English and French.
  • Communicate regularly with PC staff, PCVs, host institutions, counterparts, and supervisors.
  • Conduct technical reviews and provide feedback to PCVs on all HIV – related interventions.
  • Participate in review process and provide feedback on all HIV – related grants.
  • Build and maintain excellent relationships with key partners and stakeholders.
  • Assist with site management through facilitation of site performance monitoring and baseline assessments as well as mentorship of PCVs.
  • Participate in the identification, selection, and preparation of new PCV sites.

Training for Volunteers

  • Support the Programming and Training team in providing HIV training to PCT/Vs.
  • Assist in the planning, implementation, and evaluation of the HIV program and related training events (e.g. pre-service trainings, technical in-service trainings, Close of Service (COS), etc.).
  • Conduct training needs assessments to help determine training objectives.
  • Communicate with new Trainees to meet pre-service HIV training objectives.
  • Identify and prepare training resources and materials for training events.
  • Facilitate the update and production of technical materials.
  • Assess Trainee progress toward meeting technical training objectives and achieving suitability for Volunteer service.
  • Participate as a team member with the Training team to plan and facilitate sessions.
  • Collaborate with the language training staff to determine the technical content of the competency-based language curriculum related to HIV.
  • Participate in the design and delivery of technical training activities including: Training Design Workshop, and Training of Trainers.

Management and Administration

  • Ensure the proper and timely filing of all programming and training documents.
  • Assist with the logistics of conferences and trainings.
  • Serve as Duty Officer.
  • File and maintain PCV – relevant information in PC internal database (VIDA system).

PEPFAR Support

  • Collaborate with the MRE Coordinator and Small Grants Coordinator in the monitoring of and reporting on HIV indicators.
  • Support MRE processes by assisting with review of PCV reports and providing feedback.
  • Support the PEPFAR planning process (COP) as required/necessary.

Occasional Money Holder

The HIV PTA may be required to courier cash and/or purchase orders to various vendors who furnish supplies and/or services to training sites, or other locations as directed by the Contracting Officer. The HIV PTA may also be required to courier cash to PC Trainees or Volunteers. The HIV PTA will not be functioning as a procurement or disbursing official but will only be acting as an intermediary between the Contracting or Disbursing Officer and the recipient. In the case of dealing with vendors, the HIV PTA will not exercise any procurement discretion concerning the supplies or services to be purchased or the cost limits of these purchases; these will be determined by the Contracting Officer.

Safety and Security

Addresses Volunteer safety and security by adhering to Peace Corps site development policies and procedures. Identifies and immediately communicates Volunteer safety and security concerns and issues to the Safety and Security Manager (SSM) and the Country Director (CD). Assists Program Managers to ensure that prospective sites meet established programmatic and safety/security criteria (e.g., safe housing, a clearly defined assignment with an organization that shows real interest in working with a Volunteer, etc.). Reviews and references site history files when evaluating potential sites, and incorporates appropriate safety and security-related information into site history files. Monitors Volunteer compliance with Peace Corps policies, especially related to safety and security. Participates in the design and implementation of the Emergency Action Plan (EAP). Acts as duty officer, as needed. Knowledgeable and supportive of Peace Corps safety and security policies and procedures, including the timely reporting of suspicious incidents, persons or articles.

Texting While Driving

  • To the extent Contractor is allowed to operate a US government owned, leased, or rented vehicle (GOV) to perform their job duties, the Contractor must operate that vehicle safely at all times and only operate it for official business purposes as defined in 31 USC 1334.
  • Contractor is encouraged to refrain from texting or from engaging in any behavior that distracts attention from driving safely at any time. Except in an emergency situation, Contractor shall not text message (i) when driving a GOV; (ii) when driving a privately-owned vehicle (POV) while on official government business; or (iii) while using electronic equipment supplied by the government while driving any vehicle (even during off-duty hours).

Travel outside of Country

  • The Contractor is subject to worldwide availability and may be requested by the Peace Corps to be reassigned or transferred permanently to another Peace Corps Post/Headquarters or perform temporary duties (TDY) as required and to travel to other assignments within Peace Corps’ as assigned. Any such reassignment or transfer shall be subject to agreement of the Contractor. The Statement of Work as defined will remain the same; however the duties may be subject to change as determined by the Contracting Officer.

Required Qualifications

  • Education: University degree in Health, or a related field, required.
  • Work Experience: At least three years in the implementation of community-based HIV Prevention projects.
  • Language Proficiency: Fluency in English and French (written and verbal).
  • Computer Skills: Outlook, Word, Excel, PowerPoint.
  • Demonstrated experience in training individuals and groups.
  • Strong understanding of the HIV epidemic in Cameroon.
  • Demonstrated experience with project management.

Desired knowledge and skills

  • Experience working with international volunteer organizations.
  • Demonstrated familiarity with donor-funded programs.
  • Ability to work successfully within a multi-cultural office.
  • Knowledge of American culture and diversity.
  • Demonstrated ability to juggle multiple priorities and meet deadlines.
  • Familiarity with President’s Emergency Plan for AIDS Relief (PEPFAR).
  • Ability to work independently and proactively.
  • Ability to maintain confidentiality and a strong sense of integrity.
  • Strong communication and interpersonal skills, conflict management skills, diplomacy and tact with staff, Volunteers, Trainees, community members, and members of government.
  • Ability to work a regular Monday through Friday schedule with impromptu, after-hours, weekend assignments and travel to countryside when necessary.
