Background
Under the direct supervision of the Deputy Resident Representative (DRR) and in collaboration of the ARRs and Project managers, the M&E and Programme Oversight Unit Team leader will be responsible for contributing to the formulation of the United Nations Sustainable Development Cooperation Framework (UNSDCF) and the Country Program Document (CPD) for the upcoming period, as well as the related projects (including joint projects) and annual work plans to support their implementation. This should be done through the establishment and the operationalization of an effective monitoring and evaluation system/platform to regularly assess the progress achieved as well as the impact of UNDP Cameroon support to the Government of Cameroon. The M&E and Programme Oversight Unit Team leader will also ensure that objective evaluations are designed and implemented to assess the country programme relevance, effectiveness, efficiency, impact and sustainability of results; evaluations carried out in a credible and systematic manner; evaluation lessons and recommendations are used for programme design, contribute to implementation of UNSDCF priorities and results.
He/she will also contribute to the monitoring of the Sustainable Development Goals and the next Government national development plan.
The M&E and Programme Oversight Unit Team leader will have working relationships with other operational units of the UNDP Office, the Government Coordinating Institution (MINEPAT) and other partner ministries in UNDP supported projects. He/She will also work with Ministerial Structures, Project and Program Teams, UN System Agencies, other Development Partners, NGOs and other local partners;
The M&E and Programme Oversight Unit Team leader will liaise with the Evaluation Office at Headquarters regarding evaluation approaches and methodologies, ensuring that UNDP meets the minimum requirements for monitoring and evaluation, including the conduct of mandatory project evaluations.
The position requires the interpretation and application of UNDP guidelines for monitoring and evaluation. The incumbent is expected to work independently on the organization of his work and to consult his supervisor when major decisions or actions are to be taken or adjustments are needed in the application of these guidelines.
The incumbent will be based in the UNDP office in Yaoundé with travel to Existing Programs sites.
Duties and Responsibilities
1. Ensures the implementation of evaluation policies and strategies, focusing on achievement of the following results:
- Participation in the planning, preparation and management of thematic, country programme/project evaluations and other types of evaluations conducted in the Country Office.
- Promotion of evaluation standards, quality assurance/control and capacity development in the Country Office.
- Contribution to the evaluation workplan, including identification of topics, and projects/programme to be evaluated.
- Coordination of specific evaluation missions for development projects, sectoral/thematic evaluations or desk evaluations/studies on selected sectors/themes.
2. Close monitoring of the implementation of the CPD:
- coordinate the formulation of the CPD indicators, their reference values and associated targets;
- Ensure the collection of basic indicators for CPD monitoring;
- Ensure the collection of information for the calculation of non-available indicators;
- Develop the CPD monitoring and evaluation plan and ensure its operationalization;
- Ensure periodic updating of the monitoring and evaluation plan and make proposals for corrective actions to be taken;
- In liaison with the Implementing Agencies and Project Teams, ensure the design and operationalization of project monitoring and evaluation mechanisms;
- Prepare for the attention of the CO Management and the Government counterparts, project focal points, periodic reports with substantial proposals on the status of implementation of the AWPs and the improvement of their implementation.
3. Ensures effective coordination of the evaluation process in the Country Office, focusing on achievement of the following results:
- Draft Terms of Reference (TOR) for specific project/thematic/sectoral evaluation missions and/or desk evaluations/reviews, participation in consultant and evaluation team selection, technical feedback on evaluations and budget oversight.
- Guidance on UNDP evaluation policies, procedures and practices to programme managers, UNDP CO staff concerned with evaluation, consultants and/or members of the evaluation team.
- Provision of the technical advice at the design stage of programmes/projects setting up a framework with defined indicators at the design stage to facilitate the evaluation at the later stages.
- Preparation of analytical documents on areas evaluated, effectiveness and impact of UNDP programme
- Follow up on implementation of evaluation recommendations. Ensuring the optimal use of evaluations by providing guidance in preparation of timely management response to all mandatory evaluations and by developing a communication plan.
4. Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation, focusing on achievement of the following results:
- Identification and formulation of evaluation findings, lessons learned and recommendations to be integrated into broader EO knowledge management efforts, disseminated in learning events and channeled into decision-making processes;
- Contribution to the implementation of Evaluation Knowledge Management and Learning Strategy.
- Collaboration and coordination with other UN agencies, government agencies, NGOs, and other organizations on monitoring and evaluation issues.
- Participation in the conduct of results-oriented monitoring and evaluation training efforts in the Country Office.
- Contribute, in liaison with the CO Communication Expert, to the capitalization and visibility of successful project-level experiences and ensure their dissemination.
5. Coordinate the effective delivery of financial services, transparent utilization of financial resources though the Programme Management Support Unit (PMSU).
In close collaboration with the Head of PMSU:
- Provision of policy advice to the CO’s Senior Management on alignment with UNDP Strategic Plan and on quality assurance and compliance issues;
- Coordination with the Programme and Operations Units to ensure the CO adheres to and complies with corporate policies and procedures;
- Effective and accurate financial resources management and oversight;
- Implementation of operational and financial management strategies and procedures;
- Strong Management of Budget of development and management projects;
- Facilitation of knowledge building and knowledge sharing.

Required Skills and Experience
Education:
- Master's Degree in Economics or related Social Sciences, Project Management, Project Analysis and Evaluation, Sociology or Statistics is required
Experience:
- Minimum of 05 years of relevant working experience at the national or international level in the field of monitoring and evaluation of development projects/programmes, in strategic positions.
- Experience in monitoring and evaluation with a background in the analysis of socio-economic issues and related policy matters.
- Experience in handling budget or financial management in the domain of project /program management will be a strong asset.
- Experience in the usage of computers and office software packages, experience in handling of web-based management systems.
- Experience working with Management and Program Management Software packages is an asset.
- Working experience in the domain of M&E and/or project management with UN / any International organism / an NGO will be an asset.
- Knowledge of any United Nations's results-based monitoring and reporting system or UNDP's results-based monitoring and reporting system would be a strong asset.
Language Requirements: Fluent in French and English, is required
