SUMMARY OF THE PROJECT

Funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) through the United States Agency for International Development (USAID), National Episcopal Conference of Cameroon (NECC) as the CRS transition local partner, supports the implementation of Key Interventions to Develop Systems and Services for Orphans and Vulnerable Children (KIDSS) project. The project addresses the challenges of sustainable care and support to Orphans and Vulnerable Children (OVC) by strengthening the capacities of the Government of the Republic of Cameroon (GRC), civil society, communities and households to provide quality care and support HIV-infected and affected children in Cameroon. The program consists of prevention and case finding activities for OVC as well as ensuring community support for linkage to care and retention among children and adolescents living with HIV.

TERMS OF REFERENCE

 The MEAL Officer will work closely with implementing partners, Zonal program team and the central MEAL team to ensure high quality data that enables the tracking of services provided to orphans and vulnerable children in the North and Far North regions of Cameroon.

Duties and responsibilities

  • Support the coordination and monitoring (including digital data collection) of MEAL-related project activities at the field level.
  • Monitor and report on the implementation of Zonal and IP MEAL activities.
  • Ensure high quality data through routine data quality audits, Management Information System (MIS) assessments and development of feedback mechanisms, action plans and cleaning to address identified data quality issues.
  • Champion the utilization of project MEAL MIS by providing support to IP staff on the utilization of existing tools and various MEAL related Standard of Operating procedures; electronic data entry and review.
  • Strengthen the capacity of the local IP on data management, data quality assurance, data analysis and interpretation as well as reporting on key performance indicators through continuous assessments, mentorship and supportive supervision.
  • Support data use activities at Zonal and IP levels as well as data use by other stakeholders (support networks, clinical partners etc.

  • Coordinate regular data review meetings, including technical and MEAL teams to assess project performance against set targets and key activities.
  • Develop and/or update MEAL tools, databases and monthly reporting formats in close collaboration with the MEAL manager and program team.
  • Participate in monthly data retention meetings at HIV treatment centers.
  • Provide documentation and dissemination of key findings stemming from monitoring, assessment, and other learning activities.
  • Facilitate and participate in information sharing opportunities among NECC and other partners/donors.
  • Assist with the roll-out and implementation of the project’s feedback and response mechanism (FRM). Support actively seeking and responding to feedback from all members of targeted communities and other stakeholders as defined by the FRM.

MINIMUM QUALIFICATIONS

Education and experience

  •  Master’s degree required in Biostatistics, Demography, Public Health, Epidemiology, Information System Management, or any relevant field.
  • At least 4 years of practical experience in Monitoring, Evaluation, Accountability and Learning with an International NGO and preferably in the health sector.
  • Advanced knowledge in the usage of MS Excel for data analysis and visualization. The level of knowledge will be tested.
  • Proficient in data management/analysis software such as SPSS, Epidata /info, Access, Stata, R, Python or another similar software.
  • Proficient in PowerBi or Tableau or similar software
  • Good knowledge on the usage of Microsoft Office 365 suite.
  • Knowledge of case management and longitudinal analysis.
  • The following attributes will be a plus:
  • Experience in HIV/ AIDS project/ programs;
  • Knowledge in PEPFAR MER data requirements.

Language required / desired:   Fluency in French, Professional Proficiency in English required.

Travel required:  30% of travel in Cameroon.

Internal: MEAL Manager, the Zonal Coordinator, The National Project Coordinator, Head of Program Quality, Head of Administration and Finance.

External: KIDSS local implementing partner staff, PEPFAR care and treatment (clinical partners) staff, USAID & PEPFAR representatives, consultants.
