TERMS OF REFERENCE(TOR) OF A NATIONAL EXPERT GIZ/PROPSFE ON COLLABORATIVE MANAGEMENT OF THE BANYANG MBO WILDLIFE SANCTUARY(BMWS)

Introduction

GIZ accompanies through its Support Programme to the Sector Programme for Forestry and Environnement(ProPSFE) the Cameroonian government in the implementation of the forestry, wildlife and environmental policy, GIZ/ProPSFE collaborates mainly with the Ministry of Forests and Wildlife(MINFOF) and the Ministry of environment, Nature conservation and Sustainable Development (MINEPDeD). ProPSFE has 5 axes of intervention: forestry policy, public finances, council forests and valorization of forest products, climate change, and the Programme for the Sustainable Management of Natural Resources(PSMNR). Banyang Mbo Wildlife Sanctuary(BMWS) was established in 1996 and covers an area of approximately 66.000ha. It provides habitat to protected and threatened animals like forest elephants,chimpanzees, forest buffalos and crocodiles(WWF BMWS, 2014), 322 birds species and has the highest single-site amphibian diversity in Africa and a floral diversity among the highest recorded in Central-Africal.

Threats

The BMWS is part of a landscape dominated by humans. There are about 60 villages and 25,000 inhabitants within 5 to 20 km of the sanctuary, plus another 300 to 400 villages and several urban sites within 30 to 150km.

According to the Park-management of BMWS(July 2014) the current threats are:

  • Poaching of protected animals like elephants and primates for commercial trade;
  • Use of poisonous chemicals for fishing;
  • Illegal logging for the local market;
  • Encroachment for farming practices.

Challenges

The elaboration of a Management Plan(is currently absent);

  • Community development of the adjacent villages;
  • Capacity building of the Park-team membres.
Specific tasks of the National Expert

Work issue 1: support to organizational Development of the park team

  • Assist the Park Conservator in organizing monthly coordination meetings with the Park team;
  • Assit the park Conservator in activity planning, activity budgeting, activity monitoring and reporting to the Programme Coordinator and its partners;
  • Collaborate with the conservation partner site(site manager) to ensure harmonized planning of park activities in collaborative management, village development measures(IGA) and park protection;
  • consolidate work plan with the park team and verify that expenses in the monthly cashbook are related to the work plan.

Work issue 2: Support to Park Services in Collaborative Management

  • Assist the Park management/CMU in the supervision of cluster facilitators to ensure that monthly reports(conservation/development activities) are properly addressed and followed up/discussed
  • Carry out verification of monitoring data(field visit)
  • Ensure in regular GIZ antenna meetings that the co-management approach is harmonized over all 4 Protected Areas.

Work issue 3: Support to implementation of village development measures

  • Assist Park Services and concerned partners in realistic planning of Village Development Measures
  • Collaborate with TA IGA and Park Services in the preparation and planning on Income Generating Activities (IGA)
  • Assist TA IGA and Park conservator in developing strategies for specific IGA topics(Agriculture/Agroforestery, NTFP or multipurpose nurseries)
  • Insure monitoring and evaluation of implemented village development measures, including budgeting
  • Insure proper knowledge management implementation in collaboration with TA IGA and TA KM

Work issue 4: Contribution to capacity building of the Park team

  • contribute with the Capacity Assessment of Park staff and define a strategy for capacity building
  • Prioritize park management the topics for capacity building
  • Support capacity building activities with the preparation and implementation of workshops(for example: planning, reporting, basic computer skills, etc.)

Contract period: one year renewable
