JOB ADVERT: FSN Investigator Assistant

The U.S. Embassy in Yaounde is seeking an individual for the position of FSN Investigator Assistant in the Regional Security Office (RSO). This position is located in Yaounde.

Work Hours: Full time 40 hours/week

Grade: FSN-08; FP-06

BASIC FUNCTION OF THE POSITION

The incumbent serves as Security Investigator in the Regional Security Office and is responsible for conducting counter terrorism, criminal, pre-employment, and update investigations. He/She obtains information concerning potential security threats to the Embassy and its personnel and maintains contacts with the police, UN security agencies, and security officials of the Cameroonian government. The incumbent coordinates law enforcement training programs for the Regional Security Office in conjunction with implementers such as the Anti-terrorism Assistance Program (ATA) and the International Criminal Investigation Training and Assistance Program (ICITAP).

Detailed Duties and Responsibilities

The incumbent serves as Security Investigator in the Regional Security Office and is responsible for conducting counter terrorism, criminal, pre-employment, and update investigations.  He/She obtains information concerning potential security threats to the Embassy and its personnel and maintains contacts with the police, UN security agencies, and security officials of the Cameroonian government.  The incumbent coordinates law enforcement training programs for the Regional Security Office in conjunction with implementers such as the Anti-terrorism Assistance Program (ATA) and the International Criminal Investigation Training and Assistance Program (ICITAP).

a) 60% of time

Conduct criminal investigations, which may involve Embassy employees or may be leads from US law Enforcement agencies. Perform the full range of personal background security investigations (BI) determining suitability for employment with the embassy or associated agencies of host country job applicants. This involved planning, investigating, evaluating and writing the report that will be the basis for the RSO’s determination of the applicant suitability for employment. Maintain files of all employees. Preforms similar BI of local citizens or aliens residents in the country who are prospective spouses of American Embassy personnel. Performs special investigation on host country candidates who are prospective scholars and travel grantees sponsored by USG entities and candidates submitted for admission to military academies. Conduct investigations into variety of cases concerning suspected fraudulent actions for the purpose of obtaining US visa, including, but not limited to sham marriages, false identity, fraudulent claims or relationship to US citizen or of child to principal applicant for an immigrant visa. Advise RSO on local court and investigative procedures and assist in developing and maintaining effective liaison relationship between the embassy and host police and officials. Provides RSO with information gathered from a variety of sources dealing with police and security officials. Investigate LE Staff in potential non/mis/malfeasance, at the direction of RSO. First responder to any emergencies involving American staff and families including residencies, automobile accidents and other incidents. Interviews applicants, makes written inquiries by contacting previous employer, educational institutions, etc., and prepares evaluations report. Perform similar background investigation for periodic updates for post employees.

b) 30% of time      

Training Coordination                                                         

Solicits candidates from various host nation ministries to fill offers of training.  Upon receipt of training offer cable from other US government agencies and dip note drafted by RSO, acts as point of contact for government officials to explain and refine nominations. Prepares LEAHY vetting worksheets and submits to the INVEST group.  Tracks vetting requests to completion.  Submits procurement requests in Ariba for training logistical needs as requested by the sponsor.  Ensures classrooms, lodging, course materials, interpretation, refreshments, audio-visual aids, motor pool and public affairs assistance are arranged per sponsor requirements.  

c) 10% of time

Other duties as assigned.

QUALIFICATIONS REQUIRED

Education: Completion of High School (GCE “A” level, Baccalauréat or equivalent) and an accredited professional security certification, law enforcement academy or basic military training are required.

Experience: At least two years of progressively responsible experience in investigative work with a military, police, private or US government organization is required.

Language: Level 3 (Good Working Knowledge) Speaking/Reading/Writing English and French are required and will be tested.

Knowledge: The applicant must have a working knowledge of documentary sources of information and familiarity with local laws pertaining to marriage, divorce, adoption, law enforcement, etc., law enforcement procedures, and personal protective concepts. Job knowledge may be tested.

Skills/Abilities: The incumbent must: have basic computer skills including use of Microsoft Office software (Word and Excel); be able to develop and maintain extensive contacts with officials of various local agencies; be able to exercise initiative and resourcefulness in obtaining information and evidence; be able to draft precise report in English and French; and be able to conduct interviews and deal effectively with others. A category B driver’s license is required. Skills and abilities may be tested.
