NOTICE FOR CALL TO CANDIDATURE FOR THE RECRUITMENT OF A CONSULTANT TO CARRY OUT THE FINAL EVALUATION OF THE MCGOVERN-DOLE INTERNATIONAL FOOD FOR EDUCATION AND CHILD NUTRITION (MGD-FFE) PROJECT IMPLEMENTED BY COUNTERPART INTERNATIONAL IN THE NORTH REGION OF CAMEROON   

  I.  INTRODUCTION

The purpose of the final evaluation is to assess the achievement of the MGD-FFE project objectives and explore lessons learned that can help Counterpart International and the United States Department of Agriculture (USDA) in better implementation of future programs.  

The final evaluation will take place between February and March 2016 under the coordination and leadership of the chief external evaluator.

Interested persons should obtain a copy of the detailed Scope of Work by sending a request to ffecameroon@counterpart.org.

II. SUBMISSION OF APPLICATION

The candidate shall submit a full application to Food for Education Counterpart Cameroon, (ffecameroon@counterpart.org) no later than February 5th, 2016 with the following:

•  Curriculum vitae;
• References of similar work conducted by the consultant;
• A technical proposal not to exceed 10 pages that includes a clear description of the evaluation plan demonstrating a good understanding of the scope of work, the evaluation methodology, and a detailed plan for data collection and analysis;
• A detailed work plan showing, for each step, the resources needed (e.g. lodging, persons, transportation, etc.), the time anticipated, and the outcomes/deliverables reached. This plan should reflect the information included in the budget; and   
• A detailed budget.

III.  PROPOSAL REVIEW CRITERIA

The following criteria will be used to review and score candidate proposals:
