BACKGROUND

The overall responsibility of the incumbent is to support the development of projects and ensure their effective and efficient administration according to the terms and conditions of the respective contracts and agreements signed with donors. S/he will work closely with the Regional staff in Central Africa, especially, project managers and finance officer. Externally, the incumbent will collaborate with other Project development and administration staff in the TRAFFIC network. S/he will be the liaison officer with donors on all contractual and reporting matters in Central Africa.

SPECIFIC DUTIES AND RESPONSIBILITIES

PROJECT DEVELOPMENT

  • In liaison with the International fundraiser identify and develop a database of donors with interest in programmes implemented in the Central Africa Region
  • Monitor calls for proposals relevant to Central Africa and circulate information to interested staff in advance to give adequate time for project development.
  • Support the development and timely submission of project proposals in TRAFFIC Central Africa
  • Coordinate the Network proposal review process with TRAFFIC International
  • Manage the ABC list in TRAFFIC Central Africa

PROJECT ADMINISTRATION:

  • Ensure timely preparation of contracts/agreements and/or sub-contracts, with both donors and consultants, 
  • Ensure project managers and finance officer and other project staff comprehend agreements and contract requirements of projects.
  • Maintain a project management system including details of projects administered by TRAFFIC Central Africa.
  • Maintain a Framework for monitoring contractual reporting requirements for projects implemented by TRAFFIC Central Africa.
  • Work with TRAFFIC staff in central Africa to ensure the timely preparation and submission of project progress reports and any other project documents required by donors
  • Ensure technical reports are of high quality and financial reports are in line with contracts and/or agreements.
  • In liaison with the Finance officer ensure the timely preparation of monthly project cash flows
  • Review and advise in terms of incoming (donor) and outgoing (consultant) contracts and agreements
  • Support the preparation of project audits as per contractual requirements of the donor. 

GENERAL ADMINISTRATION.

  • Coordinate the analysis and monitoring of key performance indicators and ensure that organizational requirements are met;
  • Manage incoming and outgoing calls and mails, receive and log mail before sending them to the destined offices;
  • Ensure adequate logistics for the smooth functioning of the office and that goods purchased and delivered are in compliance with office standards.
  • Ensure the use and management of office equipment is in line with IUCN procedures.
  • Facilitate the organisation of office meetings, meetings with partners, take minutes and distribute them to the parties concerned.
  • Facilitate travel and other logistic arrangements for all TRAFFIC staff, partners and consultants travelling to and from Central Africa, including preparation of mission orders, travel authorisations and supervise travail claims for missions of staff members, partners and consultants. 
  • Ensure the smooth organisation of national and international meetings/Conferences, Workshops by TRAFFIC in Central Africa including flight booking, visa processing, accommodation, taxis etc.
  • Undertake any other general information management tasks including general filing and time-sheet keeping;

REQUIREMENTS

  • Be holder of a Master’s degree in Business Administration (MBA) or any equivalent qualification in project development and/or management/administration.
  • Have at least 3 years’ experience in project development and administration, financial management and contracting.  
  • Be able to demonstrate sound financial skills 
  • Be able to demonstrate good monitoring and evaluation skills
  • Have excellent interpersonal skills and have strong organisational ability
  • Hold a keen interest in environmental and financial issues  
  • Be able to demonstrate good monitoring and evaluation skills
  • Have a sound knowledge of MS Office software use, especially Excel and Access
  • Fluency in English and French including good writing skills.
  • Effective under pressure and able to work independently
  • Good presentation and writing skills
  • Relate easily to people of diverse culture
