Summary of position:
Under the overall supervision of the Mission Security Officer (SMO) and the Regional Program Manager for Readiness and Security (RPMRS-ABDJN), the Readiness and Security Program Officer (RSPO) works as a team to provide operational and administrative support to ASM to achieve the objectives of the Canadian High Commission's (CHC) preparedness and security program in Cameroon. The program aims to ensure that the mission is always ready to respond to emergencies affecting Canadian communities abroad, while maintaining and improving the operational and physical security of the mission. The RSPO conducts research, produces reports and advises on matters that may affect the security of the CHC, facilitates communication with local counterparts and provides administrative support to the security team.
Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.
Education:
- Bachelor’s degree from a recognised university or post-secondary institution or an equivalent combination of education, training and experience in the field of Security.
Language:
- Fluency in French (spoken, written, read);
- Fluency in English (spoken, written, read).
Experience:
- A minimum of 3 years of relevant* and recent** professional experience in an international organization, private sector company, government organization or diplomatic mission in the field of Security.
- Experience in writing detailed reports, in French or English, based on research and analysis of information;
- Experience in implementing administrative and operational procedures, processes, best practices and guidelines (including tasks such as meeting organization and logistics).
* The candidate must demonstrate how their experience is relevant in their cover letter.
** Recent means in the last 5 years.
Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.
Knowledge:
- Comprehensive knowledge of Cameroon and the areas of security and emergency management, including terrain, culture, languages, social conventions, customs and local infrastructure, including structures and responsibilities of national, governorate and municipal levels;
- Knowledge of risk prevention and mitigation practices to ensure the safety of people, information and material assets;
- Knowledge of theories and practices of emergency management;
- Knowledge of Canada and the Values and Ethics Code for the Public Sector in Canada.
Abilities/Competencies:
- Proficiency with Microsoft Office: Excel, Word, Outlook and PowerPoint;
- Proficiency with Google Maps;
- Ability to research online via social and other media;
- Ability to conduct effective information sessions, training and presentations;

Asset Qualifications:
- Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.
- Specialized training in organisational security, emergency management or risk analysis;
- Knowledge of mapping applications and other geomatics products;
- Experience in quote evaluation and supervision of service providers;
- Knowledge of the security and emergency management context in Cameroon, the Central African Republic, the Gabonese Republic and the Republic of Chad.
Organizational Needs: / Operational Requirements:
The employee will work in a professional environment at the CHC, Yaoundé, during normal working hours as defined by the CHC;
The employee may occasionally be required to travel and / or work additional hours, with or without notice, that may occur after regular business hours and on statutory holidays.
Condition(s) of Employment:
- Be able to reside and work legally in Cameroon;
- Be in possession of a valid Cameroonian passport and driver's license;
- Meet the minimum fitness and endurance requirements. The candidate may be subjected to a physical test before and during the period of employment;
- Obtain and maintain a security clearance (Reliability Level) from the Government of Canada for the duration of the employment;
- Successful completion of one year’s probationary period.
